Guilherme Campos at the South China HR Conference – How Free Trade Zones attract talent with preferential policies


On December 2, 2021, Guilherme Campos, International Business Advisory Manager, delivered a keynote speech on the ‘Attractive Policies of Free Trade Zones from an HR Perspective’ at the South China HR Conference – Talent in the GBA in Guangzhou, organized by the European Chamber of Commerce in China.Guilherme Campos at the South China HR Conference 1Over the past two years, companies in South China have been dealt a series of hardships, stemming from the COVID-19 pandemic, that has put additional pressure on them. During this HR conference, expert speakers and panelists shared their best practices, proposed problem-solving solutions, highlighted hard data about HR in the Greater Bay Area, and emphasized policies and regulations that will benefit the business in the region. Guilherme Campos at the South China HR Conference 2As the final speaker of the conference, Guilherme introduced the Guangdong Free Trade Zones (FTZz) with a special focus on Qianhai (Shenzhen), Nansha (Guangzhou) and Hengqin (Zhuhai), followed by an interpretation of the subsidies for talent in these areas as well as how they could prepare their application. At present, the talent management model in China’s FTZs is undergoing reforms, with the focus on the introduction of high-level talent by providing more flexible housing subsidy, child subsidy, medical care services etc. Such favorable policies have a certain positive effect on alleviating the shortage of talent in small and medium-sized enterprises in the FTZs, especially for overseas talents. “However, with the complex processing mechanism in China, the application procedure could be very time and energy consuming.
