Interview with Terry Li, Project Manager for the Foreign Investment Promotion Bureau of CND

Q: Do you only rent workshops or only sell the property?
A: Being a state level industrial zone with a history of more than 21 years, we do not only provide general workshops and Greenfield options based on the detailed requirement from the investors, but also offer our tailored solutions such as lease the building with buying option, built to suit, lease the building with land reservation option, buying a piece of land and lease a building during transitional period… In a word, we can provide varied solutions to fulfill the requirement from different clients.

Q: What is the minimum investment project for an SME that wants to join CND?
A: Differed from some development zone around the outskirt area of Shanghai, Small and medium Size enterprises are also welcome in our zone. If the investment density in term of registered capital of the company is more than USD 300,000 per mu(USD 450 per sqm), it can buy a piece of land and build its own facility. Otherwise, it can also lease a ready-built workshop and start the business smoothly and prudently, or set up a FICE or RO and develop the market step by step.

Except for Greenfield projects, we do not have any specific requirement upon the new production projects, but we kindly suggest that the registered capital of a new production project is more than US$1 million. As for a trading company, the minimum investment should not be less than US$150,000.

Q: What do you think is the main advantage of being in CND?
A: Frankly speaking, the cities in the south part of Jiangsu Province are quite similar, they have well-developed industries, abundant human resources and decent living environment. However, to be different from neighboring cities such as Suzhou or Nanjing, CND could be the most ideal place for a production site because of three reasons. For one thing, CND is located in the central part of Yangtze River Delta, the new company can reach its suppliers and customers in this region with equal time. For another, the operation cost in Changzhou is also competitive, as the living cost and housing price is lower than adjacent cities as well. Last but not the least, we have a professional team to provide our considerate service to the investors, and it is well received by the foreign companies and consulting firms.
