The Unemployment Insurance Regulations provide that the amount of unemployment benefits should be determined by each province, autonomous region or municipality’s People’s governments and should be above the minimum subsistence guarantee standard for city residents. A city resident whose average family per capita income falls below this standard is entitled to receiving basic living assistance from the government.
