What are the guidelines for foreign investors who wish to set up a wholly foreign-owned medical institution in the Shanghai Free Trade Zone (FTZ)?

Foreign investors applying to set up a wholly foreign-owned medical institution in the Shanghai FTZ must be an independent legal person, and must have been engaged in the investment and management of medical institutions for more than five years. Additionally, foreign investors must meet one of the following conditions:

  • Be able to provide advanced management experience and services;
  • Be able to provide advanced medical technology and equipment; or
  • Be able to supplement and/or improve the local medical service capacity, medical technologies, funds and facilities.

The total investment should be no less than RMB 20 million and the operating period should not exceed 20 years.
